If you want to learn the truth about the U.S. Government's mismanagement of our free-roaming wild horses and burros, it is unlikely that you could choose a more uniquely qualified mentor that Craig C. Downer or, for that matter, a more comprehensive and informative guide than his book, "The Wild Horse Conspiracy". Mr. Downer has, in fact, been intimately engaged in this issue since the earliest days of the movement that culminated in the 1971 Wild and Free-Roaming Horse and Burro Act; he worked with the legendary Wild Horse Annie to bring that law to fruition. But there's a great deal more than near 45 years of unwavering commitment to this issue that qualifies the author. For one thing, he is a scientist, a Wildlife Ecologist, and is steeped in the science associated with key elements of this issue. Equally important I think, is his passion for the welfare of the animals, so much so, in fact, its fair to say his connection to horses and burros is a spiritual one. He recognizes and demonstrates, time and again, that these animals are more than insentient objects to be manipulated through a landscape driven by mankind's narrow economic interests (in this case, largely ranching, hunting, and mining interests). This clear understanding that higher-level mammals have intelligence, family structure, and needs that go well beyond the regressive notion that all they're interested in or capable of appreciating is a steady supply of feed, is at the core of the book, and it becomes increasingly clear that those who are charged with the management and legal enforcement of the 1971 law, the U.S. Bureau of Land Management and the U.S. Forest Service, have a much less enlightened and progressive understanding of their charges.
