For those with a serious interest in energy policy and the future of our country and world in this vital area, Energy and Security is a must-read. It is comprised of a series of trenchant essays from the most celebrated leaders and thinkers in this area, including Richard Lugar, James Schlesinger, Jan Kalicki, Daniel Yergin, and John Deutsch. It covers the subject from every angle -- e.g., economic policy, foreign policy, national security, diplomacy, and technology. I found it detailed, thoughtful, fresh, and relentlessly forward-looking. It is refreshingly free of jargon, cant, and political tropes; instead, the book takes the perspective of the highly informed pragmatist. âNatural gas is a manic-depressive industryâ says David Victor in his essay The Gas Promise. Gas breaks the dependence on oil, but creates new problems. Fracking is a touchy issue here in the USA, and foreign producers could start a cartel. As OPEC tried to strangle the USA in the 1970âs, ONGEC, if such an organization ever happens, could do the same.Energy & Security is a book of essays by foreign policy experts on the relationship between energy and the nation. William Reilly writes about how safety issues in the drilling industry and how theyâre often ignored. He cites the 2010 Gulf of Florida accident as being preceded by others-one in the North Sea and another in Texas City, neither of which lead to any scrutiny of Deepwater Horizon. Itâs clear that the energy-desperate USA lets the drillers do as they please.Amy Myers Jaffe writes on how oil and gas drilling usually happens on Federal lands and waterways (all waterways are Federal property anyway.) When the drilling happens on Federal turf, thereâs no state or local input, so that makes it easier on the drillers. Only the Feds can tax it, and since the Federal government is desperate for oil and gas, theyâre not going to stand in the way, especially when it frees us from Venezuelaâs hold on the oil supply. Itâs the same thing in the Canadian Arctic.The book offers no surprises, because anyone with a modicum of knowledge on the USAâs history in the last 50 years knows how much we depend on oil. But the book delves deep into the relationship between the energy producers and the government.
I used Energy and Security: Strategies for a World in Transition in my masterâs-level course on energy security at Duke University this past semester. It was a treasure trove of high quality, up-to-date, and sometimes provocative pieces by the absolute top names in the energy security field. Daniel Yergin, Amy Myers Jaffe, Frank Verrastro and Michael Levi, not to mention the co-editors themselves, David Goldwyn and Jan Kalicki, are the experts any educator would be looking to for the latest thinking on how we can first define energy security in an era of growing U.S. and North American production, and then maintain it in the face of growing competition from China and India and the threat of climate change. Not every article is equally strong or useful. But having this volume at hand gave my students an excellent reader on many of the issues we explored in depth, and saved me hours of searching for high-quality class materials. I strongly recommend it, both for scholars and practitioners, and for anyone who simply wants to stay abreast of a critical and changeable field. Stephen R.
